More can be done to bring women back to work

WE READ about so many things that are being done to ensure the workforce is more representative, but what more needs to be done? What about women returning to work after career breaks?

The expected shortfall in experienced scientists, engineers and technicians in Scotland could be improved with appropriate employment policies and practices to make it possible for women with these qualifications and skills to re-join the workforce after a few years career break for family commitments.

These issues were discussed at an Engineering Policy Group Scotland (EPGS) “Holyrood briefing” at the Scottish Parliament recently (29 May) chaired by Maureen Watt MSP. Attendees included MSPs, academics, industrialists and Scottish Government representatives.

Some organisations are taking a leading position, such as the Scottish Resource Centre for Women in Science, Engineering and Technology, as well as Scottish academia.

There are signs that pockets of Scottish industry are waking up to the need to operate flexible working and recruitment policies, which make it possible for women to get back into the workforce at appropriate levels.

Companies such as Selex Electronic Systems in Edinburgh, are recognised for their positive policies and practices towards ensuring equal opportunities for women so they can achieve the right family/ work balance; and the need to enthuse young people about science, engineering and mathematics.

MSPs have shown some consideration for this topic, too, and this is evident when looking at the committee work that guides the Scottish Government’s economic policies.

An area that requires particular attention is the need to ensure that child care policies and costs make it economically viable for women to return to work.

But, more than anything else, is the need for more employers to ensure their employment policies and practices are attractive. Otherwise the economy will suffer as we continue to have a shortage of these vital skills.

The Scotsman, 3 July 1950

A SCOT recently in Paris reported with surprise that a third of the women were either wearing tartan or had tartan-covered handbags and accessories. Yet I am reminded by that learned connoisseur of the kilt, Mr Telfer Dunbar, that a visitor in Europe would have seen plenty of tartan in Paris 130 years ago. The Scottish troops in Paris after Waterloo set a fashion for all, and la nouvelle mode for the ladies must have stimulated weaving in Scotland or imitation elsewhere. Whenever Scots start arguing, there are two historical topics which fill the columns or the air. One is 1745 and All That. The other is the origin of tartan. Furthermore, there is a type of Scot, let us call him Peevish McKnocker of Glen Debunker, who is always ready to inform you that everything visible by tourists in Scotland is phoney, bogus and a racket. Highland Games and Highland tartans are especial targets of his contempt.

Historically, visitors brought rags to clootie wells and tied them to nearby trees in the belief that the offering would cure sickness. As the cloth left at the well began to rot, the person for whom the offering was made would get better.

Traditionally, old rags and bits of cloth were brought to the well, but socks, t-shirts, dresses and even pants have been found twisted on the branches of the trees, hanging off the bark like clothes on a washing line.

Though numerous in previous centuries, there are only two clootie wells in Scotland. One lies one mile away from Munlochy in Inverness-shire, and another can be found in Avoch on the Black Isle.

Clootie wells are not a uniquely Scottish phenomenon. Referred to as cloughtie wells in England, and raggedy bushes in Ireland, they are also found in Cornwall and Loughcrew, Oldcastle, County Meath.

Messages are sometimes written onto the rags, wishing health and happiness for whoever the rags were left for.

Pilgrimages to clootie wells are more frequent around the time traditional Gaelic festivals - May’s Beltane among them.

Magazine slump hits Menzies

John Menzies, the Edinburgh-based aviation and distribution group, continues to be hit by a slump in magazine sales, caused by the lack of major “social or sporting events” so far this year.

However, in a pre-close trading update yesterday, ahead of its interim results, the firm said that the performance of its freight handling business means it is still on course to hit full-year profit forecasts for a £56 million haul, up from £54.5m last year.

Mike Murphy, an analyst at house broker Numis Securities, upgraded his rating on the stock from “hold” to “add” after “share price weakness” since an interim management statement in May.

“Trading is behind last year as the first half of 2012 benefited from the Queen’s Diamond Jubilee, Euro 2012 and the Olympics,” Murphy said. “Management does not expect an improvement during the remainder of the year in revenues, but cost management initiatives have limited the impact on the bottom line.”

N Brown hails strong start to year

THE catalogue and online fashion firm behind brands such as Figleaves, Jacamo and Simply Be thanked the sunnier summer weather for getting womenswear sales back on track yesterday as revenues growth gathered pace.

N Brown hailed a “good start to the year” after like-for-like sales rose 7.8 per cent in its quarter to 29 June, building on the 6.1 per cent seen in the first ten weeks of its financial year.

New boss Angela Spindler – the former managing director of Debenhams, who joined this week from discount chain The Original Factory Shop – takes the reins as N Brown benefits from a customer recruitment drive.

The group, which is also home to the High & Mighty brand, said its push to gain new customers had gone “according to plan”, with spending remaining at last year’s increased rate.

Ladieswear recovered after a poor start to the year following the cold early spring weather, while menswear and footwear continued to see strong sales growth.

North American, Spanish arms boost National Express

NATIONAL Express, the transport group that last week recruited former ScotRail boss Mary Grant as part of its attempt to capture more of the UK rail market, has hailed success in North America and Spain for an acceleration in its half-year sales.

In a trading update ahead of its interim results, the bus and train operator said that turnover is up 7 per cent year-on-year.

Revenues in North America, where it runs yellow school bus services, were up 19 per cent on last year. National Express also said it had secured “significant” price increases on renewed contracts in the United States.

The group said that its North American transit business, which makes $75 million (£49.2m) a year in revenues, has a bid success rate of 30 per cent and a bid pipeline worth $200m.

In Spain, the company said demand had been affected by wider austerity, but that “there are signs that the rate of decline is diminishing”. First-half revenues in Spain rose 3 per cent.

Sales rose 30 per cent in Morocco, where the group is adding Tangiers to existing coach operations in Agadir and Marrakesh.

The company’s UK rail business, which runs the c2c commuter line between London and Essex, continued to perform well, while its British bus business recovered from a slow first quarter to record a 3 per cent rise in underlying sales, it said.

National Express plans to bid for the Essex Thameside rail contract this year and has been shortlisted for the Crossrail bid process expected to start later this year, with the winner to be announced at the end of 2014. The FTSE 250 stock closed up 2.7p at 231.7p.

DEPARTMENT store chain John Lewis yesterday promoted Paula Nickolds to its main board as buying and brand director.

Nickolds, who joined the employee-owned business as a graduate trainee and is currently buying director for its home department, replaces Peter Ruis, who is leaving after nine years to become chief executive of clothing retailer Jigsaw.

Managing director Andy Street said: “Peter has revolutionised our fashion, home and technology offer and led our marketing team to its first ever Cannes Lion win. We will all be sad to see him go.”

Stagecoach rejects new Welsh powers

TRANSPORT firm Stagecoach yesterday urged the Welsh government to use its existing legislation to encourage partnerships between bus operators and local councils, rather than introducing further regulatory powers.

In its response to the Integrated Public Transport in Wales report, the Perth-based company called for the creation of single regional bodies to take responsibility for roads and public transport planning and delivery, but rejected proposals for a bus contracting system and separate regulatory powers for the Welsh government.

SCI in £500,000 training investment

A TRAINING centre for offshore workers is to open at Stonehaven harbour following a £500,000 investment by Survival Craft Inspectorate (SCI).

The company is using the former Maritime Rescue Institute (MRI) site.

SCI chief executive Derek Sinclair said: “We’re confident the academy will boost local hotels and shops because of the numbers of people who will attend the facility. MRI trained organisations such as the Dutch Lifeboat Authority and special forces. We would expect our new academy to attract similar such organisations.”

Town centre builds ‘should be first choice’

A CAMPAIGN group led by retail expert Leigh Sparks has demanded that planners adopt a “town centre first” assumption, under which developments that would draw-in shoppers should be built at the heart rather than on the edge of communities.

Scotland’s Towns Partnership, an off-shoot of the Centre for Scottish Public Policy (CSPP), wants out-of-town sites to be given planning permission only if a suitable location cannot be found in a town centre. The group also wants the Scottish and UK governments to put incentives in place to encourage more people to live in town centres by reusing empty properties above shops.

A review of the “role and function” of every town in Scotland should also be undertaken, according to the organisation, with communities asking themselves “What’s the purpose of this place?”

Sparks, professor of retail studies at Stirling University, and other members of the group – which includes Business Improvement Districts Scotland, the Convention of Scottish Local Authorities and the Federation of Small Businesses in Scotland – issued their call ahead of the publication of the results from the Scottish Government’s National Review of Town Centre.

CSPP policy director Ross Martin said: “We very much hope, and anticipate, that the review will take up these ideas.”

Last year, the UK government gave its official backing to television personality Mary Portas’s recommendations to rejuvenate town centres.

A £10 million high street innovation fund was launched, with Scotland receiving about £1m. But the sums involved were criticised for being too small as shops continue to struggle against the onslaught of competition from internet retailers.

Scottish unis to share £20m funding boost

SIX Scottish universities will share in £20 million of Medical Research Council (MRC) funding to establish a UK health informatics research institute.

The funding is part of a £39m investment in the new Farr Institute, which will link research in 19 universities across the UK.

Scotland is represented in the Institute by the Universities of Aberdeen, Dundee, Edinburgh, Glasgow, St Andrews and Strathclyde, as well as NHS Scotland.

Their combined expertise will be co-ordinated from Dundee to support the safe use of patient and research data for medical research across all diseases.

Professor Andrew Morris, dean of the school of medicine at Dundee, said: “Working closely with NHS colleagues and the public, we have a terrific opportunity to create a groundbreaking virtual research institute that will harness data for patient and public benefit, resulting in tangible improvements in healthcare.”

The Farr Institute builds on four “e-health informatics research centres” (eHIRCs) recently funded by a consortium of research councils, health departments and leading medical research charities.

Its research is expected to support innovation leading to advances in preventative medicine, improvements in NHS care and better development of commercial drugs and diagnostics.

Professor Jonathan Seckl, vice-principal in charge of research at the University of Edinburgh, said: “This will bring a major change in the way we understand common diseases, their causes, best treatments and how to organise the NHS better to deliver healthcare.”


Shop margins slashed as retailers chase sales

RETAILERS’ margins are poised to be squeezed even more tightly in the coming months after shop prices fell at their fastest rate since 2007.

The drop in the cost of products accelerated last month, according to data released today by the British Retail Consortium (BRC). Experts warned that retailers will have to focus on price cuts and multi-buy offers in order to attract customers.

Overall shop prices fell by an annual rate of 0.2 per cent in June, having fallen by 0.1 per cent in May. The decrease was triggered by an acceleration in non-food price deflation, with costs dropping by 1.9 per cent last month compared with a fall of 1.5 per cent during the previous month.

In contrast, food inflation continued to rise during June, accelerating to an annual 2.7 per cent from 2.4 per cent in May.

Increases in the price of beer, soft drinks and vegetables stoked the first month on month rise in food-price inflation for seven months.

Helen Dickinson, director general at the BRC, said: “Shop prices fell at their fastest rate since February 2007, building on the downward trend that we saw in May. The deflation is driven entirely by non-food, a reflection that the summer sales are well underway as retailers battle it out to shift stock and compete for customer spending.”

She added: “The volatile weather also had a part to play in pushing down non-food prices. It’s telling that the categories that saw some of the deepest discounting – clothing, footwear, furniture and DIY – were those whose sales were hit the hardest during the lingering cold snap.

“Food inflation has edged up marginally since the near three-year low seen in May, driven by slight increases in ambient and fresh food prices. However, I would expect it to remain fairly stable over the medium term.”

Official data released last week by the Office for National Statistics (ONS) pointed to continued weakness in household disposable income, which fell by 1.7 per cent during the opening three months of the year.

Mike Watkins, head of retailer and business insight at market research firm Nielsen, which helped to compile the figures, said: “Shoppers are indicating that they still need to economise in 2013 so underlying demand remains weak, particularly in non-food where price deflation continues.

“The story is a little different in food, however. After a three-year low point in shop price inflation and a slight recovery in volume growth in the past six months, and with promotion spend plateauing, some seasonal cost price increases are again filtering through to the shelf.”

He added: “If this trend continues, it will set the shoppers’ agenda for the next six months and food retailers may need to focus on simple price cuts as well as multi-buys in order to drive footfall and spend.”

The consumer prices index (CPI), the UK government’s preferred measure of inflation, rose to 2.7 per cent in May from 
2.4 per cent in April, driven by a rise in the cost of transport, including air fares. Inflation has stubbornly remained above the target set for the Bank of England of 2 per cent.

Ernst & Young axes 60 support jobs in Glasgow

ACCOUNTANCY firm Ernst & Young (E&Y) is cutting 60 jobs at its Glasgow office after it agreed to outsource part of its global IT support to a third party in an effort to cut costs.

It is thought that a further 40 contract roles will also be lost. The move will make a huge dent in the number of staff at Pacific House, where the “big four” practice employs 165 people.

The firm has done a deal with Stefanini, a Brazil-based business process outsourcing company. It is thought the roles will be moved to the Philippines and Romania.

Stefanini has more than 16,000 employees spread across 71 offices in 30 countries.

Staff at the accountancy firm were told on Monday at a “town hall”-style meeting about the cuts, which are part of E&Y’s “vision 2020” programme. The firm pledged to redeploy staff where possible.

A spokesman for E&Y said: “As with all organisations, we routinely review our business and staffing structures, particularly during times of continued economic uncertainty. We have taken the difficult decision to transfer some of the IT services provided by the Glasgow-based division of our global IT service desk to an external vendor, Stefanini.

“As a result, we are now consulting with a small number of people, 60 full-time global IT service desk staff, around 0.5 per cent of our entire UK workforce. We do, of course, hope to redeploy a significant number of those people into other areas of the firm where their skills are transferable.”

Bebo bought by founder for $1m

OUTDATED social networking site Bebo looks set for a relaunch after one of the founders who sold it for $850 million (£560m) five years ago bought it back for just $1m.

Bebo, which was once an early rival to Facebook, was sold to AOL in 2008 but plummeted in value as users ditched it in favour of more fashionable sites.

It was sold on again in 2010, for just $10m, and sought bankruptcy protection in May this year.

Co-founder Michael Birch has now bought it back at a knockdown price and announced his plans, ironically, on Twitter. “Can we actually reinvent it? Who knows, but it will be fun trying …” he wrote.

Birch set up Bebo in 2005 with his wife Xochi. At its peak it boasted 40 million users.

More support for Sir Tom Hunter start-ups

START-UP companies incubated by Sir Tom Hunter’s Entrepreneurial Spark programme are in line to receive further business support when they leave his “hatcheries”.

E-spark has signed a deal with the Federation of Small Businesses (FSB) in Scotland, under which the organisation will offer its services to the 300 firms that pass through the incubator scheme each year.

Hunter set up E-spark in 2011 alongside Jim Duffy and Sir Willie Haughey, with incubation centres in Ayrshire and Glasgow offering advice and support to start-up companies.

A third “hatchery” was opened last year, in Edinburgh, under the leadership of Stagecoach co-founder Ann Gloag.

Peter Clark, chair of FSB’s recruitment arm, said: “The first time I walked through the doors of E-spark’s Glasgow hatchery, I was struck by the amount of energy, creativity and sheer hard graft in the room.

“We are really excited about helping these amazing businesses get off the ground and we look forward to welcoming them as full FSB members when they graduate and start trading.”

Lucy-Rose Walker, a senior member of the management team at E-Spark, added: “We rigorously select and demand a lot from our chiclets while they’re in the hatchery, but in return they receive an unrivalled level of support and expert help.

“We are delighted that this partnership with the FSB will give them free access to more of the key information they need to turn their concept into a going concern.”

Under the E-spark scheme, companies receive free mentoring, IT support and office space for five months.

In February, “big four” accountancy firm PwC announced that it would be offering free advice to “chiclets” within the incubation centres through a series of workshops.

Sixteen of the 18 start-ups that secured funding last month through the Scottish Government’s “Edge” fund came through the hatchery programme, with more than £700,000 being handed out in total to Scotland’s “brightest and most-innovative” young businesses. Haughey was among the Edge fund judges.

RBS’ small business support to be reviewed

A SEARCHING probe of Royal Bank of Scotland’s lending to small and medium sized businesses will be kick-started today in an apparent attempt to defuse political controversy over the issue.

The aim of the independent review, to be conducted by City grandee Sir Andrew Large and management consultancy Oliver Wyman, will be to have a “thorough and independent” look at the bank’s lending standards and practices towards SMEs. The business lending of RBS’s NatWest arm will also be scrutinised.

Large, a former deputy governor of the Bank of England, said in a statement: “There is a disconnect between what the bank says it is doing on lending, and what many businesses say they experience on the ground.

“That is why we have been asked to conduct an independent review to establish what is going on, and what steps can be taken. Clearly, the business community needs to have confidence that deserving firms can get the support they need.”

Large, also former chairman of the now-defunct financial regulator, the Securities and Investments Board, and Wyman will also talk to the new City regulators, the Treasury and small business trade groups to make the review “objective and unbiased”.

Some will see the move as RBS succumbing to political pressure. Outgoing chief executive Stephen Hester has been grilled in the past at the Treasury select committee about the bank’s lending to SMEs. while Chancellor George Osborne has stressed he wants the 81 per cent taxpayer-owned group to focus its business on kick-starting a UK recovery.

However, Hester has publicly told politicians that while the money is there to lend, many SMEs in the tough economic climate have preferred to pay down debt.

Chris Sullivan, RBS’s UK corporate banking head, said: “We are the biggest lender to SMEs in the country, and have identified £20 billion in surplus deposits that we want to put to work to support the economy – but we constantly hear that businesses can’t get the finance they need.”

Sullivan said that with the economy now recovering “it is the right time to have a fresh look at lending, to make sure we are making the right judgements, to challenge ourselves to get better and support even more businesses”.

RBS is the biggest lender to smaller businesses in the UK, with a market share of 24 per cent, but accounting for 35 per cent of SME loans and overdrafts balances outstanding.

The group said the review, whose findings will be made public this autumn, will not consider “market demand factors”.

It will test how much RBS and NatWest have been willing to lend to SMEs with conditions that are “reasonable” – defined as being “unconstrained except by legitimate and necessary concerns related to prudence”.

Small business groups reacted positively to today’s development, with the British Chambers of Commerce saying the review was “sensible and welcome”.

It added: “We would hope that other major lenders follow RBS’s lead, and shine a light on their own business lending practices.”

The Forum of Private Business said: “It’s in everyone’s interest that the right lending decisions are made, and this process should help RBS do just that.”

• Andrew Bailey, head of the Prudential Regulation Authority, told MPs yesterday that the organisation’s regulatory predecessor, the Financial Services Authority, “never approved” the Co-operative Bank’s abortive takeover of 632 Lloyds bank branches.

Bailey told the Treasury select committee that the FSA urged the Co-op two years ago to strengthen its capital position – a £1.5bn hole in the mutual’s balance sheet eventually scuppering the Lloyds deal.
